PC based analysis

Looking for a software package for a PC that will take a digital audio
signal (WAV file) and do LEQ measurement in bands filtered with IEC standard
octave or 1/3 octave band filters.  Not FFT.  Real time not necessary.  Is
there such a thing?  I'm looking for a supported product, not a recipe.

At the risk of recommending software that is more "recipe" than
"supported product" I'll note that the "Octave" scripts
(<http://tinyurl.com/8nnko>) for Matlab (or clones) have worked fine for
me.

If you do have Matlab, the "Real time octave analysis"
(<http://tinyurl.com/cqlv8>) scripts might work well for you
out-of-the-box (I haven't tried it).

Thanks, I knew there must be a way using Matlab but I was hoping for an
alternative.  Real time is not necessary.

lookfor scielab
it's a free (afaik) software which does almost the same as matlab... even
some matlab-script do work!
If you've no problem to use a product with french origin... (english
documentation) :-)

You might want to look at the Nelson Acoustical Engineering Sound = Quality
Analyzer which does 1/3 OB plus a lot of other anlaysis on WAV format =
files.
