It looks like it might be some sort of piston corer for sediment
sampling.  Do the springs drive the cover plate over the central tube?  
If so, how does the cover plate get triggered?  Does the central tube
extend beyound the edge of the flat baseplate?

That's nothing but a vague guess,    

It might help if you could describe how it operates.  Also, a side view
would be good since it is hard to tell whether the large arms and bolts
on the top slide up and down.
