Annual mean salinity data

Hi,

I'm currently looking at the annual mean salinity data published in the
World Ocean Atlas by the NOAA. Does anyone know the methodology behind
collecting this data? I'm not an oceanographer so I don't know whether
this data is an index or a measurement of concentration or a ratio of
electrical conductivity etc.

Is this methodology published anywhere? For free? NOAA's website keeps
sending me in circles.

The atlas is derived (primarily) from in situ measured values using a
various means (chemical, electronic).
