Universe consisting of Photons

Can anyone brief me on the new hypothesis that states that the universe
is made up of photons that dont move. Instead they behave like
particles of matter, in that a light source emits no photons only a
wave that passes through the constant photons.

Personally I am not briefed on recent physics so if anyone could
explain this hypothesis it wouldbe a great help.

It's not new. It's old, and it's wrong.
