Near as I can tell ( after a quick look ), Big-8.ORG ( whoever they are ) are in charge of Sci.Physics.Research ( including it's creation ).
They approved Sci.Physics.Research's Editor-In-Chief who ( in turn ) approved the moderators.
I don't know ( nor care to find out ) what Sci.Physics.Research's agenda might be.
