My reaction to living there would be "man, it felt the the whole room was spinning all night, then I woke up, looked out the window and couldn't figure out where I was.

When you have buildings with spinning restos on the top, plus highrise residents who want a change of scenery, it's inevitable that they'll make all floors spin. I'm surprised it hasn't been done sooner.

The biggest problem would be having a party and having all of that movable weight meandering about, but it still wouldn't be much in relation to the weight of the structure.
