synthesis of 2-chloropyridine-N-oxide

hello guys,
can any one have idea for the synthesis of 2-chloropyridine-N-oxide.

OK, I may totally off base here, as I haven't got access to
Scifinder etc, but what's wrong with just oxidizing 2-
chloropyridine with e.g. mCPBA? Will that displace the chlorine
preferentially..?

Maybe one of the folk here can help?

Can. J. Chem./Rev. Can. Chim. 79(9): 1376-1380 (2001) which from a
quick google (don't have access to the journal) suggests a
synthesis of your required compound and
