Karl Fischer measurements would probably be precise enough.

GC(/MS), HPLC, Karl-Fischer titration (down to 10 ppm minimum).
Maybe FTIR or NIR?

You might try No-D NMR, recently published by a professor from
Minnesota State, I believe.
