How might I turn this:

HOOC-CH2-CH2-NH2

into this:

HOOC-CH2-CH2-OH

in the least complex and expensive manner possible?

You have to use Sandmeyer reaction. It is usualy used with aromatic
amines but also with alifatic.
R-NH2 + NaNO2 + H2SO4(or HCl) --> [(R-N2+)2SO4-2] + H3O+ --> R-OH
There is need to control tempreture, duration about 30 hours.
