Many battery chemistries will charge fully at any voltage above the
chemistry voltage,
though you might have to wait a long time.  Lithium ion batteries are
not in this

I have a old dell inspiron 1000 and need a new battery ,but when i
seen the prices i was thinking there must be a better (cheaper) way
i seen some were were you can open the battery pack and replace the
battery's inside i hear its like 6 or 8   rechargeable cells wired

I have an APC UPS that takes 12120 12V 12.0Ah SLA.  It was out of
commission for a year.  I fully charged the battery before it was put
away.
