seismology and statistics, an award to be presented to any individual who is
able to demonstrate a prediction methodology, OR record, that results in
predictive success that bests the "null hypothesis". Below ...

I think displacement of mass during earthquake induce changes in
gravitational field which propagate at least with speed of light. If a
body placed on sensitive electronic weigh machine show change in weight
due to changes in acceleration due to gravity, then we can get warning

Police is alerting people to stay awake now at 2.30 AM in night.
Tremors felt 2-3 hours ago at some distance. No news on TV means that
it was mild. I felt it but  thought it is something else.
