I bought a resonant electro optic modulator (Model EOM 4851, New Focus)
and have tried to adjust the laser beam and modulator to observe the
sidebands at 9.2 GHz, but unfortunately have not been able to see any
phase modulation with my Burleigh Fabry-Perot.

About 4 months ago I got a good deal on a Spectra-Physics SP168
(similar to the 165) mid-frame argon laser.  I bought it knowing full
well that I'd have to play some tricks in order to power it at home -

light lasers.....is there some reason as to why it's quite common for
IR lasers to acheive powers well into the kilowatts but not visible
light ones?

One advantage of photonics over electronics is more bandwidth but that
is only one of several advantages. Others are greater clarity, less
overheating, more resistance to EMI/ RFI, greater S/N ratio.
So its not just bandwidth.
